If your garden-waste collection is missed

Check the basics. Check the recycling-day calendar, permit, contents and 6am presentation. Report a genuine missed permitted bin using the council route.
Use the official reporting route. Reporting windows differ, so follow the live council instructions rather than waiting for the next collection.
