Check these points first

Check when and where the container had to be presented. Councils commonly require bins at the property boundary early in the morning, but the exact time and location differ.
Look for a tag, sticker or online crew note. A lid left open, an overweight bin, incorrect contents, compacted waste, an obstruction or unpaid garden-waste subscription can all lead to non-collection.
See whether neighbouring properties using the same service were collected. Crews may still be working, so do not report the bin before the council’s reporting system opens.
Report it promptly
